Follow this sequence: open the SBA registration lookup and select your state; use USA.gov to find other state agencies; then locate your city or county for the actual business address. Build your local business requirements worksheet
The state directory identifies starting points. This worksheet helps you document what the actual agencies say about your specific business, address and activities. Complete the research here on the Foundation website, then use an agency's official site only to verify rules or complete required filings.
01 · Business registration and legal name
Identify the state filing office, whether entity registration or assumed-name registration is needed, and ongoing report obligations. Check name restrictions before marketing.
02 · City and county boundaries, zoning and location
Confirm whether the address is inside city limits, zoning/use permissions, home occupations, parking, signage, occupancy, fire review and any county/local business tax receipt. Ask which agency has jurisdiction.
03 · Trade and professional licensing
Determine whether the work offered is regulated; document credential class, experience or exam requirements, supervision rules, scope limits, bonding and any local registration.
04 · Tax accounts and sales activity
Determine if federal EIN, state sales/use tax registration, local tax, withholding or other registrations apply. Tax responsibilities depend on structure, activity and jurisdiction.
05 · Insurance, workers and operating approvals
Review general and professional liability, commercial vehicles, workers' compensation rules, employer accounts, inspections and industry-specific safety or environmental approvals.
06 · Open, track and renew
Make a calendar for initial applications, renewals, annual reports, tax due dates, permit expiration, inspection follow-ups and record retention.
